John Deere 5103 making whining noise when lifting bucket

2003 John Deere tractor has been running fine until today when lifting the bucket it raises very slowly and makes a whining noise now. I checked the hydraulic fluid and it is full what should I be looking for? I'm new to tractor maintenance so any tips would be appreciated.

I have a John Deere 5103 and it won't start. I've had it about a year and no problems previously. I recently had trouble starting it about a month ago and now I can't get it to start at all. Checked all the fuses and wiring. I replaced the battey and had the alternator and starter tested and both work. Any advice or help would be greatly appreciated.
