Help please - Governor seems to kill/flood the engine

I have been working on my John Deere LA100 engine for a while now and can't figure out what's happening. Does anyone have any ideas? Basically, the engine can't handle any amount of "load". As soon as I engage the blades, throttle up quickly, or put it in Drive, the engine bogs and dies. I believe it's flooding because it will then spit black smoke and takes a while before I can get it to start again. It seems to be connected to when the governor engages (when it moves clockwise to the upright position). Checked the fuel lines 3. Replaced the fuel filter 4. Replaced the air intake filter 5. Adjusted the governor (in all directions) Any help is appreciated!
